Pro-constitutional amendment forces secure two-thirds majority with upper house win
Political forces in favor of revising the Constitution have won 74 seats in the July 10 House of Councillors election, thereby securing a two-thirds majority in the chamber -- enough to initiate constitutional amendment.
Pro-amendment forces include the ruling Liberal Democratic Party (LDP), its coalition partner Komeito, Initiatives from Osaka, and the Party for Japanese Kokoro. In addition to the 84 uncontested seats that the parties already hold and the seats of four other upper house members in favor of constitutional amendment, the pro-amendment camp now has at least 162 seats in the chamber.
The LDP and Komeito together hold over two-thirds of the seats in the House of Representatives, meaning pro-amendment forces have secured enough seats in both chambers to initiate changes to the Constitution.
Prime Minister Shinzo Abe has indicated that he will proceed with discussion on constitutional amendment during an extraordinary session of the Diet this autumn.
