Dear Prime Minister,
It is heard that you will visit Beijing very soon for the free trade pact issues. I sincerely hope a pleasant journey for you, but I also hope that you will strengthen your promise to Hong Kong, and to deliver a clear message urging Beijing to keep her promise in the Sino-British Joint Declaration.
Beijing has been interfering the local affairs of Hong Kong since 1997, which does not only violate the Sino-British Joint Declaration but also the provisions of the International Covenant on Civil and Political Rights, which should apply to Hong Kong according to Article 39 of the Basic Law. The interventions involve constitutional issues as well as local elections and other issues that do not involve the China-HK relationship.
According to Article 22 of the Hong Kong Basic Law,
"No department of the Central People's Government and no province, autonomous region, or municipality directly under the Central Government may interfere in the affairs which the Hong Kong Special Administrative Region administers on its own in accordance with this Law. "
Further, referring to term (3)(2) of the Sino-British Joint Declaration,
"The Hong Kong Special Administrative Region will be directly under the authority of the Central People's Government of the People's Republic of China. The Hong Kong Special Administrative Region will enjoy a high degree of autonomy, except in foreign and defence affairs which are the responsibilities of the Central People's Government."
In practice, Beijing and her representatives, such as the Liaison Office of the Central People's Government in the HKSAR (Liaison Office) have been intervening the affairs of Hong Kong with decreasing hesitation, seriously harming the promised high degree of autonomy.
Earlier some of the Hong Kong people have contacted some MPs and Lords in the UK Parliament, such as Baron Patten of Barnes, Baron Ashdown of Norton-sub-Hamdon, MP Fiona Bruce, MP Catherine West. The issues of Hong Kong are likely to be a rising concern.
Last but not least, I am confident that keeping your promise to Hong Kong will put you into a more favourable position in both Brexit Negotiation and your forthcoming talk with Beijing. It is a good idea allowing both EU and China know that you will take serious and formal actions if they don't keep their promise in the agreement and declaration that they have signed.
